India Expands PVC Subsidy Assessment
India’s Directorate General of Trade Remedies (DGTR) has expanded the individual subsidy assessment under the ongoing countervailing duty (CVD) investigation on PVC Suspension Resin imports from China.
Earlier, 3 Chinese exporters had been selected for individual assessment. Following comments from interested parties, the sampling approach has been withdrawn, and 13 Chinese producers/exporters will now be assessed individually.
What does this mean for the PVC market?
- No new duty has been announced yet — the current development relates to the investigation and assessment process.
- Individual assessment could result in different subsidy margins for different exporters.
- The final outcome may influence the landed cost and competitiveness of Chinese PVC imports into India.
- For now, there is no immediate price impact solely from this development; the market will need to watch the investigation’s final outcome.
PolyMart Perspective
This is an important policy development for the Indian PVC market, but it should not be interpreted as an immediate duty or price revision. Buyers should continue tracking import offers, domestic pricing and further DGTR developments before making procurement decisions.
